When your phone number is dialed by someone; either by pulses (rotary dial), touch tones (pushbutton dial), or digital coding (cell phone); the number is captured and decoded by equipment at a central office. The decoded number is sent to call switching equipment at the appropriate central offices (and if its a long distance call to call switching equipment at the appropriate long distance call management offices) needed to connect the call through. Once connected the central office sends a 120VAC 5Hz ring signal to your phone (or if your phone is a cell phone a digital ring command), causing your phone to ring. (Note: the ring the caller hears has nothing to do with this, it is a simulated ring generated by the central office at his end.) If your phone is picked up, the ring signal is removed, the call circuit is completed at both ends, and billing (if appropriate) begins.
