Same as any other room with one possible exception, determine the present heat load in the room but also allow for any future heat generating equipment you may install there and that is what you buy. Bearing in mind you do not want to grossly oversize the initial install allowing for equipment that is 10 years away. Better to make provisions such as installing the curb and ductwork for a second unit now but actually wait on installing and commisioning the unit until the new equipment arrives. Otherwise just buy what you need for now either way the calculation is the same equipment = heat load. The literature on the switchgear should provide the heat load information.
