That's a big question and one that won't get answered fully here. There is no point in oing to a lot of detail because there will always be big parts of the project that won't get covered. Here are some headings that separate out a few of the main tasks. Most robots are too big for one person to develop, so it's worth finding friends who are interested and have some of the skills that will be needed.

Elements of robot design and build:

Identify what you want it to do. Walking, rolling, lifting, carrying etc

Design the mechanics for movement and for other tasks such as lifting

Select motor types and sizes to generate the movement

Design the electrical power supply

Select a micro-processor that will do everything required of it

Design the electronic control circuitry to incorporate the controller

Program it

Test it

Each of the tasks needs plenty of time and effort. If it's a first attempt, keep it simple and look out for someone who has built something similar in the past. Their experience will be really useful. Seek out a forum so you can get online support from other experts.

The last bit of advice - keep working at it. It will take a long time but don't give up.
