If the motor's shaft will not turn (is locked) because maybe its bearings have seized - up or the thing it is driving has got damaged so it won't allow the shaft to turn, the motor will overheat in short-order.
If the load current is too high, the power lost in the transformer windings will be too high and it will overheat. If the voltage is excessive, the power lost in eddy currents in the magnetic core will be too high and it will overheat.
This is an indication of a serious control failure or the thermostat that controls the boiler has been set to high.
