At least with a Honda engine.
Of course the compression ratio would change that figure.
Also the octane of the gas would also have a bearing.

My answer would be approximately, 30 cc to one horsepower.

if you dont know what bhp is, its brake horse power, it is worked out by multiplying the torque by the numberb of cylinders (i think) ps. 1 horse has 0.7bhp, the bloke who worked this out assumed a horse has x2 strength as a pony which drew his carriage and this stuck, thhat is why there are many variations of horsepower/brakehorsepower now

You can take the same 30 horse power and put it in a number of applications and get a difference in speed of 8 mph on a 30 hp lawn mower to 150 plus mph on a 30 hp motorcycle.
