Its a very versatile chip. It can be used in many places where logic control is required. As there are four identical NOR gates in one package, the inputs and outputs can be configured to make up quite complicated logic gates. Being a NOR gate, the the output will be at supply level, until one or both of the inputs are taken high. At which point the output will go low. The uses are many and varied. The 4000 series of chip are CMOS, so they can work at voltages between 5 and 12volts at low current.

As such an OR gate should do the job...but if the question is of using gates other than the simple OR, it should be a combo of NOR and NOT gates; where-in, the NOT gate comes after the NOR gate. There are 2 types of universal gates in physics: the NAND gate (combinations of NAND gates can produce any logic function) and the NOR gate (combinations of NOR gates can also produce any logic function). These gates are considered universal because they can be used to implement any logical function.
Nand and nor gates are called universal gates .they called so as since any logic function can be done with nand and nor gates
