Rule of Thumb - anything you want included in your final project must be included somewhere in Bid Documents and Permit Documents. Typically, anything that requires electricity needs to be included on an electrical plan. The electrical plan for recessed lighting is typically the Architects reflected ceiling plan with circuiting information overlaid on top. Hopefully, your recessed lighting is included on said plan.
