These large distributors will typically sell to smaller distributors. A few import directly and sell right to hardware stores. But many import and sell to a second level of distributor that then sells the product to the stores or users.
Factories sometimes order bolts directly from a manufacturer to a specific specification that they require. This typically means replacements can only be obtained through the original manufacturer.
