Having done some research, it seems that the idea of an elastic waistband that could be adjusted, therefore allowing the wearer to have permanent elasticity, while allowing for size adjustments, comes from an original invention from Australia, patent no. AU/730622 back in 2000, shortly followed by another patent, known as an innovative patent, that showed the exact concept of a button hole elastic, as well as other forms of adjuster types, apart from buttons that could also be used to move the elastic, including Velcro.
