If your dragging the file on top of the jar then thats because the jar is a file and not a folder.
If you drag a file on top of another file your say that you want to run file B with file A.
Get a zip Archive software like 7zip (Google it)
If your using a archive software and this is still happening the only think i can think to tell you is open the archive.

You delete the old one you're using which is quite hard so you should just force update Minecraft and drag the .jar files in minecraft.jar and then delete META-INF.
I think you just either download something (mod) that requires forge but if the mod doesn't, download forge, drag and drop the files into the .jar of minecraft and voila! Please inform me wether this worked or not

Download it off the minecraft forums. Then drag everything in the file into the minecraft jar on winrar, or 7zip.
When you open the .jar, you're then in the root, meaning the top 'level' which contains all the other folders and files.
