depending on ambient temperature and humidity it is likely to freeze on cooling since there won't be enough heat exchange area or air flow to dissipate the 36,000 BTU of the 3 ton unit without dropping below freezing point of the water that will be condensed on the surfaces. On heating the temperature of the heat exchange coils will get too high the pressure will be too high and the outside unit will draw excessive power possibly trip a safety device. In short: it might but I sure would not risk it.
