So, second, to reach a consensus sometimes means the group has to talk out (discuss) differences to try to reach a consensus. Third, "settled" in this context means to arrive at an agreement. Let's go back to our groups above: Two want to discuss bullying; Two want to discuss pollution; one wants to discuss after school sports. Each person gets 1 minute to tell the others why he/she thinks their chosen topic is the best. The members listen to each other. Members try to persuade each other. The teacher helps too by adding that all groups must have a consensus within 5 minutes. Note: The first majority does NOT always "win". In our example, the one who wanted to discuss after school sports convinces the entire group why her topic is interesting and important. So they "settled (the issue or problem) by discussion". Again, a concensus is a majority, not necessarily all. But the majority "wins". From there, all parties do what the majority agreed to / decided to do.
