The term gooder is not a formal English word. The word "better" means improved or superior.
As far as writing better, the only way is to study English and read what others have written, so that you can grasp the formation of words and sentences. Spelling is improved by repetition, so that you automatically write the correct letters. Sentence formation requires trial and error, and the critique of your writing by teachers or peers. However, reading proper English is still the best way to accustom your mind to using the correct forms. Simple sentences such as "the boy is throwing the red ball" have exactly the same form as "the astronomers are studying distant galaxies."
One valuable suggestion: a sentence should sound perfectly normal when spoken aloud, as if you were speaking to a friend. If it doesn't, there may be something wrong with it.

In the typical 4-point system, a 3.19 is a "B". So it's gooder than a 2.2, but not as good as a 3.99. (And I'm kidding about "gooder". If you use 'gooder' in a sentence, you probably wouldn't have a 3.19 in English. :)
The reason people are not speaking English better, or gooder, anymore is because many people are failing to learn the basics of the language. People are now using more texting language which is a shorthand form of English. The more people don't use correct English, the more horrible they sound when they have to write normally.
