To billow means to swell or flutter in the wind. For example, a sail billows in a stiff breeze, and a large flag billows from a flagpole on a windy day. Marilyn Monroe's skirts billow about her in the movie "The Seven Year Itch" in the scene where she is standing on a steam grate.

Billows is the name of a tool used to blow air onto hot coals to start up a fire.
