  1. Make a list of everything you can think of when you think of speed limits - list both "for" and "against" reasons
  2. Pick whichever category has the most reasons and that's the side you're going to write about
  3. Pick 3-5 of the most interesting reasons and write one paragraph about each thing.
  4. Write an introduction telling what the essay is going to be about
  5. Write a conclusion giving a short summary of the essay
