Based on my personal experience: 1} passive communicators rarely initiate communication where there percieve there may be conflict. This is even more so when they have strong emotions inside. ( happiness, anger, sadness, fear ). They would rather wait until they feel they have more control. In this way they do not make a fool of themselves or expose themselves to vulnerability. 2) Answering a question with a question is a common technique.
