In 'The Kite Flyer,' Amir is afraid to be Hassan's true friend because he has bought into the religious and classicist caste system in Afghanistan. Hassan is from a much lower social caste, and people of this caste are considered to be unworthy. As a result, although he likes Hassan, he doesn't possess the strength of character required to be his friend.

The Hazaras Are Shiite Muslims, and the Pashtuns Are Sunni Muslims. The Hazaras are not from the same part of Asia as the Pashtuns, (Not Afghani;s) and tend to look more oriental (Like Hassan.) Because the Hazaras were not native Afghani's, they treated them like slaves, as you can probably gather from the relationship between Amirs family, and Hassans.
Amir hid money and a wristwatch under Hassan's bed because he wanted to frame Hassan for theft in order to get rid of him. Amir felt guilty for betraying Hassan and wanted him to leave their household. This act ultimately led to a rift in their friendship and caused long-lasting consequences.
