A symbol can be used to mean what ever the author or writer wants it to mean. Castles are no different. In 'The Wizard of Oz' the Emerald City is considered a safe haven. In 'The Royal Surveyor' by Kafka, the Castle is a place of strange foreboding. In 'Fall of the House of Usher' by Edgar Allan Poe, the castle is the abode of death itself.
