It is supposedly how the majority of people in a country view most things or commonly held beliefs in that country, even if all of them aren't unique to that country and the particular combinations of belief and would include culture, religion possibly and how they see their country, patriotism or rebellious.

The Austin Powers movies have what is described as "adult humor". As such, they are appropriate for mature viewers, and not appropriate for immature viewer's - although I can't really see that anyone would suffer an emotional trauma by watching them, even if the viewer is too young to appreciate the humor. It would just be confusing. Also, from a moral standpoint that humor is wrong. If it is wrong for a child then it is wrong for an adult.
