Skills are the things that you have learned how to do either at a school, through certification programs, or in previous jobs. This can include apprenticeship programs, on the job training, night courses. To call them skills though, you should be able to do these things well. You should be able to type, weld, sing, whatever in a satisfactory manner.

Experience is where you demonstrate that you have marketed your skills. If, for instance, you get a welding ticket (skill) and you can give an employer or a project that required you to use this skill and you used it well, that is experience. Not all skills involve formal training. If you were a busker and learned to tell jokes or sing so well that folksywould give you money you could have learned a skill (entertaining) and would have experience (busking) that was successful (you earned money)
