It stands for "Master of Public Administration." It's like an MBA but for government or other public institutions (non profits, etc.). Even though sometimes people like to say that government should be run more like a business, it can't be (inherent inefficiencies and issues of equality, etc.) and thus the necessity of learning the intricacies of the public sector by obtaining this graduate degree.
