An atrocity is an evil act, usually committed by the armed forces or by guerrillas or tyrants. It is used to describe acts that are contrary to accepted customs of war and/or are illegal under international law and that offend civilized people. Obvious examples include taking and killing hostages, grossly excessive reprisals, deliberate targeting of civilians, committing genocide, etc.

What does this mean.... Does our education prepare us for such atrocities?

It's asking whether schooling systems in your country prepare you for the "atrocities" or the horrors of reality. For example, some people would say that elementary schools don't teach children enough about the bad things historical figures did, so when kids grow up and discover that there were and are really horrible things going on, they aren't prepared to deal with it. In many places, however, the education systems are honest with the kids and prepare them for reality. Some people might also argue that it isn't up to schools to decide when to introduce people to the "atrocities" of human civilization; that it is up to the parents and/or family.

What does the phrase ' The Road to Hell is Paved with Good Intentions ' mean?

Mind your own beeswax or in a manner more fitting to the pious check your motives perceptibly and intentionally before interfering and don't proceed if the results are potentially worse than the initial problem. The most inhumane atrocities occur under the control or guidance of people with good intentions or high expectations ignoring their own misgivings and/or reasonable thinking bent on their misguided faith in their ability to solve their perceived dilemmas.
