It's asking whether schooling systems in your country prepare you for the "atrocities" or the horrors of reality.

For example, some people would say that elementary schools don't teach children enough about the bad things historical figures did, so when kids grow up and discover that there were and are really horrible things going on, they aren't prepared to deal with it.

In many places, however, the education systems are honest with the kids and prepare them for reality. Some people might also argue that it isn't up to schools to decide when to introduce people to the "atrocities" of human civilization; that it is up to the parents and/or family.

Although we would like to prevent all atrocities, it is simply not possible to do so. If the US have the resources and have the international support to help stop atrocities, then it may be justified in some circumstance. But by no means should there be an "obligation". As well, how can we "prevent" atrocities without interfering with other countries soveriengty? Unless there is clear evidence of genocide, we cannot interfere simply based on the grounds of speculative "prevention".
