Not all writers use flashbacks in their work. Stories are actually easier to read if they proceed in chronological order. However sometimes the writer wants to wait to give you the background information until after you are caught up in the current situation. In such a case he or she will employ a flashback to tell the backstory. In some cases, the flashback is only pertinent to the situation at hand, and having this information earlier in the story would have been pointlessly premature. Sometimes a character will be introduced at some point, and a flashback used to illustrate some facet of that character, or why he acts the way that he does.

It isn't used in a well-written story! A flashback is a technique to tell something that happened before the story started, but there are better ways of doing it. A better technique is to sprinkle bits of exposition into the action of the story so that the reader ends up with the right information without disrupting the story with a flashback.
