Microsoft NetMeeting can be purchased directly from the Microsoft website. Since it is one of the Microsoft products, they would sell it and assist you in its installation.

Microsoft NetMeeting allows users to chat through live video conference via the internet. It was offered with older version of Windows, but since Vista was released, it is no longer offered.

After reading many reviews and doing some research, I have found that people seem to use a program called "Netmeeting" a lot. This seems to be the best new video conference software out.
