"Soaps" is the plural form of "soap", meaning a cleaning agent used for washing - and that is its full form.

If you mean those abysmally bad and permanently aggressive television programmes such as Eastenders and Neighbours, it is short for "Soap Operas", which just about describes them perfectly.
