GENERAL DEFINITION A conflict over a fixed amount of resources / positive outcomes where one person (group) will win and one lose (Khun and Poole 2000). Such conflicts arise when, in a given situation, the aggregate and individual demands exceed aggregate and allocated supply respectively. This is to say that both party-A and party-B demands what they are likely to (reasonably) receive (through legal, politcal, institutional allocation mechanisms) - driving aggregate demand over finite supply.
