A portly person is stout, a bit fat, rounded, corpulent.

It is often used in a humorous way, and can be a more polite way of referring to a large person. e.g. "I saw a portly man coming out of McDonalds." rather than "I saw a fat man coming out of McDonalds." Example of usage:

* "Portly drunken man forms guardrail sandwich." -China News, Aug 14, 2009 'Portly' used to be used to refer to an imposing, stately of dignified appearance or bearing. King Henry VIII is often described as being portly.
