In High Medieval Europe (1000-1250 AD), most of the peasant population in the countryside was bonded to the land as serfs, who were organized into the "manorial" economic system. Serfs were semi-free individuals who were obliged to serve the lord (generally 4 days of the week in the lord's demesne,) but in return received protection from raids and conscription and received use of communal pastures, tillage, and forest. Many peasants resisted the outrageous man-hour demands and either bought their freedom or ran away to the growing towns. In the High Middle Ages, towns re-emerged as centers of population and production. They asserted their political power by demanding constitutions, called "charters" declaring their rights to oligarchic or republican self-government. "Town air breathes free" refers to a legal practice whereby dwelling in a chartered town is grounds for a hitherto unfree serf claiming freedom. The general rule was that a serf, after living in a town for a year and a day, became a free man (or woman).
