This is probably only slang cause I asked my father. He said it came from mullets (which was a hairstyle during the 80s) and hooligans (i.e ruffians or bad people).

So technically speaking, a mulligan is a bad guy with a mullet or a bad mullet... which is redundant in my opinion.

the answer above me is wrong. a mulligan is a last name and a golfing term. in Golf it means to do over. the last name is Irish and the ppl who have that last name are the best ppl in the world.

The slang term "mulligan" originally was a golfing term meaning an extra shot allowed a player in informal play after making a poor shot. This is sometimes said to be from the name of a Canadian golfer in the 1920s whose friends gave him an extra shot in gratitude for driving them over rough roads to their weekly foursome at St. Lambert Country Club near Montreal (www.etymonline.com/index.php?search=mulligan). In contemporary use it can mean a second chance at anything, not just golf. For example, I saw this use of the term today in an announcement of a 24-hour special sale offer: "This is a 24 hour sale. No offers will be accepted after the 24hr period. This is a ONE TIME deal. I will not offer it again. If you miss it by 1 hour then you miss it. No mulligans!"

Mulligan, is an Irish name. Some Mulligans are quite short with wild hippy hair. They are slightly Italian.
