Has something to do with new recruits right out of boot camp; untested, inexperienced, wet behind the ears, prone to stupid mistakes and what not. Hence the phrase "You're so boot." when someone goofs or does something stupid.
I have heard and used it in a more positive, affirmative way. Again, "You're so boot you don't even know it." used for when someone does something simple well. Positive, but with negative undertones, generally directed at newbies and new recruits.
