The quotation, as I initially read it is from Kerningham (SP?) and Ritchie.

Kerningham and Ritchie work(ed) for Bell Labs.

It is a quote attributed in their C Programming book of l-o-n-g ago.

H.L. Mencken (born Sept. 12, 1880, Baltimore, Md., U.S. - died Jan. 29, 1956, Baltimore) U.S. controversialist, humorous journalist, and critic. Mencken worked on the staff of the Baltimore Sun for much of his life coined the phrase: Those that can do, those that can't teach. It is a humorous but critical statement of the quality of higher education in some quarters in most times.
