but basically it came from Italy & Germany more than anywhere else

the process went something like this

from the prehistoric indo European root sta meaning to stand arose the classical latin form stare

& from it the verbal noun status meaning the manner of standing or position or condition of a person or thing

then from this status emerged the English word state around 1225 meaning the temporary circumstances conditions or attributes of a person or thing

& at roughly the same time in various other European languages similar words also emerged meaning state but in the political sense only
