Paul Harvey's tales deliberately place the topic sentences at the end to build suspense. For instance, he spoke about a Black woman who tried to be a CBS newscaster but was unable to contain her emotions during the broadcasts. The network tried to give her a new image and put her on a morning show since they still had a contract to honor. But they mistakenly sent her to a beautician who knew nothing about African-American hair, and tried to give her a relaxer. So she was bald for a while. The ratings improved greatly, and when the show ended, this woman went on to start and eventually produce her own talk show. After Paul Harvey's classical line, "Now for the rest of the story," he mentioned that he was discussing Oprah Winfrey. So a writer or speaker may place a paragraph's topic sentence at the end for dramatic emphasis.

Topic sentences are usually the first sentence of a paragraph. But they can be the second sentence in the paragraph - if the first sentence is a linking sentence linking the previous paragraph. Sometimes the topic sentence is at the end of the paragraph.
