A tank is a container for keeping water or any liquid. Maybe you mean the use of 'tank' to describe an armoured military vehicle. This arose from the time that the British invented tanks in WWI. In order to keep the idea secret, the tanks were kept under wraps and the wraps were labelled 'Tanks for Palestine' - Palestine is a dry area and so it would be reasonable that tanks (water containers) would be destined for Palestine.
