Whomever is correct. Would you say "You talk to she..." or "You talk to her". "Whoever" matches the subject of a sentence. Whomever matches the predicate (ending) of a sentence. Read it with the changes that were made. Which sounds better.

The answer above is above is not right. The question is a thorny one, because while "whomever" is correct as the object of the preposition "to," it CANNOT be be the subject of the finite verb "was." If we did not have the -ever part, we would say "Talk to him or her who is inside," with the object and subject pronouns properly sorted out.
Since "whomever was inside " is utterly barbarous ( we don't say "him was inside" for example) I would say "Talk to whomever you like," but "Talk to whoever was inside."
