This quotation is attributed to Schlieffen, a German war planner before WW1. He designed the 'Schlieffen Plan', a large sweeping attack from Germany into France through Belgium, Holland, and Luxembourg to attack Paris from the north, in 1905. This meant that the right wing of the attack would have to move quickly; otherwise the attack would fall apart and lead to a stalemate (trench warfare). The plan was to defeat France before Russia could mobilize, which would prevent Germany from fighting a two-front war. His successor Moltke modified the plan, but kept the general design intact. Schlieffen died in 1913, his last words supposedly, "Remember, keep the right wing strong."
