If you study Jefferson a bit more you will see he was clearly against slavery. During the time he lived he was between a rock and a hard place trying to get rid of it. Political, economical, socially concepts prevented it at the time. It is important to realize the whole qoute.

He wanted the slaves freed and return to Africa. Imagine America today without all the social ill of having the negro race among us. We would have lost out on some nice things, but overall I think we'd be better off without them I'm sorry to say.
