You could say foggier, or more foggy. Usually the 'more' construction is for adjectives of more than two syllables. You would say more beautiful, for example, and never beautifuler.

Here are the basic degrees of fogginess:

foggy: This is the positive; the characteristic of fogginess is present.

foggier: This is the comparative; it is more than just foggy, but not as foggy as possible.

foggiest: This is the superlative; it is as foggy as it can possibly get.

Foggier already means more foggy than simply foggy, and it already means less foggy than foggiest. The word more implies a greater degree, just like the comparative of foggy, above. So More foggy is the same as foggier.

More foggier is redundant, and sounds very uneducated.
