If the parking brake on your 1972 VW Super Beetle won't go down, it could be due to a few possible issues. The brake cable might be stuck or damaged, preventing it from releasing properly. Additionally, the brake mechanism could be seized or there may be a problem with the adjustment of the parking brake itself. Inspecting the cable and mechanism for wear or corrosion would be a good starting point.
Set the parking brake, put the car in neutral and turn the key. Don't press the clutch pedal because that's hard on your main bearings.

For a 1973 Super Beetle the reservoir is located under the front hood on the drivers side. The two lines that exit the reservoir are for your dual master cylinder. One line fills the front and the other the rear brake lines.

That is a pressure controlled brake light switch, when you step on the brake pedal and develop pressure in the brake fluid the brake lights are switched on.
The one on the master cylinder is the brake light switch. The one on the brake pedal is for the automatic transmission, assuming that the car is automatic.
DOT 3, DOT 4 or DOT 5.1 (but NOT DOT 5, which is silicone brake fluid) can be used in your car.
The 1975 regular Beetle windshield will fit the 1971 Super Beetle.
If you look at the front suspension of any beetle you can tell if it is a super or non-super beetle. If there is a McPherson front suspension then it is a super beetle. If there is a torsion bar front suspension then it is a non-super beetle.
The super beetle was not put into production until 1971, there is no such vehicle as a 1964 super beetle.
