Inside the trunk on the same as the gas door there is a plastic round cover.
Remove this cover and reach inside. There you should feel e kew wires and cables.
One of these cables is covered in foam. This is the cable for the gas door latch.
Pull on this cable until the door unlatches but not too hard as to pull it right out.
You do have to use some sufficient force, so don't be shy when doing this.
I had the same problem with my beetle. It is a royal pain, and VW Canada was NO help!

Sounds like the latch on the inside of the door is broke.
your trunk latch may be stuck in the open position. The latch pushes to the left to open, try pushing it to the right and see if it pops into place.
do you not have a key to open the door? if you do, use it to open the trunk and climb through to open the door manually
Remove the screws on the inside door panel, use a screwdriver to activate the latch. If that can't be done, the lock can be drilled out and the linkage activated.
To open a door with a card, you can slide the card between the door and the door frame near the latch. Apply slight pressure while pushing the card towards the latch. This may disengage the latch and allow you to open the door.
Did you check the door latch/lock. The latch part might be broken on the inside. If you have the door already open it is easy to chisel out the old door latch inside of the door.
Open the door and look on the edge with the latch, there should be one large screw that holds the door handle to the door. Take the handle off and you should have access to the locks now.
Pull the INSIDE handle as if you were going to open the door and then use a flat blade screwdriver ( or any screwdriver ) to move the latch sections apart
