Yes, they are always on The probable reason why they are designed this way is that in Scandinavia (where Volvo's are built) it is a legal requirement to drive with dipped headlights

This can be programmed off by the dealer to 'normal' operation, my friend & I always get it done when we get a Volvo, saves on bulbs too!
