no, but you have to remove the complete assembly.
There is a clip on the assembly inside the engine compartment - undo the clip and there is a tab that you push up and you should be able to feel the assembly move - sometimes you have to pry the outside of the headlight with a screwdriver and the whole thing slides out.
Unplug the harness and open the back plastice and the bulb is there.
I have been an auto tech for 20 years! The entire headlight assembly unscrews out of the front of the bumper. press on the headlight from the front and turn it counterclockwise to release it from the bezel!
How replace right head light
You have to remove the headlight assembly to get to it. Google "how to change a VW New Beetle headlight bulb" and you can find how-tos with pictures, which is helpful here because one of the bolts holding it in is nearly inaccessible.
Open the hood. Unplug the headlight, then pull the headlight from the outside. Little by little until it comes off. Replace the bulb. Put headlight back in carefully. Make sure it makes a clicking sound. Plug back your headlight. And your good to go. Oh by the way it takes 2 people to do this.
I am facing the same problem with my 2003 Beetle. Some have suggested drilling a smail (1/16") hole in the slider and using an awl to move the slider lock up. To replace the passenger's side headlight bulb in a 2003 VW Beetle, first, open the hood and locate the headlight assembly. Remove the plastic cover or access panel behind the headlight to reach the bulb. Disconnect the electrical connector from the old bulb, then twist the bulb socket counterclockwise to remove it. Insert the new bulb, making sure not to touch the glass with your fingers, reconnect the electrical connector, and secure everything back in place.
Open the hood and look at the side of the headlamp mounting assembly under the hood. On the side is a hooked lever (a finger fits in the curved part). Rotate the lever to release the headlamp assembly and pull it out the front of the fender. Replace the bulb from the back of the assembly. You might have to pull hard, as it has conductive grease on it to help hold it in place. After the build is replaced, push assembly back into fender and rotate lever the oppostie way to lock the assembly back in place.
Is it a Beetle ? if it is a beetle open the hood . locate headlamp. Next to headlamp unit undr hood is a hook or half hook shaped ring . unlock the tab under the hook and push hook downwards to release the headlamp unit . once removed unplug unit . remove back cover on headlamp. replace defective bulb . to reinstall headlamp line up ythe rails on the headlamp unit aNd push headlamp back into housing . make sure locking ring is engaged fully .

1. Open and prop up hood. 2. Release clamping latch on side of headlamp housing, then rotate locking ring upwards. 3. Slide the headlamp assembly forward out of the housing. 4. Release latch on the black cover at the rear of the headlamp assembly and remove same. 5. Remove the wire connector from the rear of the bulb, flip up locking lever, and remove the spent bulb. 6. Reassemble in reverse order. Quick, easy, and does not require the removal of the battery and electrical package.
alright take off the basil, the chrome ring around the headlight it self. now there should be some screws holding the entire headlight assembly to ur fender, remove those screws. now your wires should be clipped into a plastic piece which is connected to the contacts on the back of your headlight, remove that plastic piece with the wires, now take your new headlight and re-connect the wires to the back, put the screws back in the headlight assembly where they came from and put the basil back on. Ta-Da you've just replaced your headlight. check the headlights to see if you did it right. now stand back with a beer and admire your work. lol
The actual light bulb lamps are different so I believe the headlight housings will be different too.
