will your lock move in a full circle with key inserted, if not try looking at your fuse relay might have a blown fuse on that door.or, it may be a simple case of lubrication to the lock..let me know if any of this helps the lock motor might have been wet inside and rusted to the point not revolving anymore thus not letting the lock function. if so the door panel must be removed to remove motor and free it up or replace.
Look on the driver's door, near the bottom. There is a trunk button.

Unbolt it from the floor.
It's a safety feature that comes with the car. There's a way to turn it off, but you'd need the owners manual to do it.
The 1996 Mercury Grand Marquis OBD 2 port is on under driver side dash next to center console
On my 1998 Grand Marquis, the fuel shutoff swith is located on the left sidewall of the trunk. Push the button to reset.
There isn't a reset switch on a 1983 grand marquis as Ford didn't put fuel injection into cars until 1986.
The 1995 Grand Marquis is a OBD2 and it should be located on driver side under dash
Carburators don't have reset buttons.
