Left side fire wall behind battery is a plastic cover hiding the computers and a little known about fuse. The fuse sits on top a relay under a clear plastic cover. Remove it and replace it. It's a 10 amp. That should solve your problem.
The 1985 Mercedes 190e could have a stuck choke. Check the choke mechanisms to start with, to see if that's the problem.

This is probably a separate issue. Most 190e's with the 2.6l engine are known to be rather troublesome in cold, and wet weather. As I live in Maine, we get a lot of that... The most common solution is to replace the cold start sensor. This will keep you from having to give your car a shot of starting fluid every time you want to go somewhere.
You should check for a loss of compresshion or a vacum leak.

remove the 10mm bolts from the edges and clean all surfaces VERY CLEAN and replace gasket and then torque the bolts back not sure of the lbs to torque to good luck it is not hard to do
