it is hydraulic. there is no adjustment
I'm not for sure if it's the same as a 96 aspire, but in the 96 all you have to do unscrew the screws that are located on the outer edge of the panel. Then remove the cover on the mirrior inside the car.
I know that they have R15 in the size I don't know the rest original tires are 165/70 R13 for the 96 and 97 aspire
The 96 Ford Aspire probably has a loose or broken wire causing the problem. Start at the battery, check the terminals. Check the wires at the starter solenoid as well. One of these areas probably is causing the loss of power.
