This is not possible on the punto as it is controlled by the ecu (engine control unit). If the engine is running rough it maybe in need of a thorough service. Another common fault is the lambda sensor and ecu temperature sendor are over looked, lambda's should be changed every couple of years and coolant sensors can give an incorrect reading after time, both are easy to replace adn should be available from your local auto factors both the above will contribute to high fuel consumption and rough running of the engine.
It means the hand-brake in engaged. Make sure the hand-brake is fully down, and the warning light should dissappear. If not, it could be a hand-brake re-adjustment is in order, or there is a fault with the warning light itself.
