I will be doing this myself in a weekend or so. According to this website it is near the right rear wheel. http://www.thesaabsite.com/Saab-95-fuel-filter-replacement.htm
To change the fuel filter in a 2001 Saab 9-3, first, relieve the fuel system pressure by removing the fuel pump fuse and running the engine until it stalls. Next, disconnect the negative battery terminal for safety. Locate the fuel filter under the car, typically along the fuel line, and use appropriate tools to remove the old filter, noting the flow direction. Install the new filter in the same orientation, reconnect everything, and check for leaks before starting the engine.
On a 2002 Saab 9-5 it is by the oil pan.. Look under the front of the car and you should see it.
