You need Volvo's software to do this, and it's not cheap, whatsoever. You also need some means of accessing the electronic engine controls, such as a control box, or laptop computer with compatible connections.
If it's limited, it most likely either isn't your truck to make those changes to, or else is governed because your local/national laws dictate it, and you'd probably be best to leave it alone. But you can still envy me for driving an ungoverned truck.

I believe the factory top speed is 145 with the limiter. If you take it off though im sure it will easily top 150. It is 162 without the limiter removed
The speed governor isn't a physical object - it's programmed into the motor's ECM. You would take it to a Volvo dealership or service shop, and they would hook up their NexIQ box to it and adjust the ECM controls. If you're in a country where the speed trucks are governed to is mandated by law, you probably won't find a shop willing to do this.
