To connect jump leads to a 1998 Renault Clio, first, ensure both vehicles are turned off. Attach the red (positive) lead to the positive terminal of the dead battery, then connect the other end to the positive terminal of the good battery. Next, attach the black (negative) lead to the negative terminal of the good battery, and connect the other end to an unpainted metal surface on the engine block or chassis of the Clio to ground it. Finally, start the working vehicle, then the Clio.
The starter relay or solenoid is probably the problem.
Jump start it from another vehicle or charge the battery. If the battery is bad, replace it. If you jump start it and the battery is dead you will have to wait about 15 minutes with the jump car running and connected to the dead battery, in order to build the battery up enough for it to actually take a jump.

I had this problem on my clio 172, it's just the battery in the key fob may need replacing if the engine will turn over but just not start? works everytime for me now!
